South Dayton Voters Choose to Retain Their Village
Following a comprehensive study conducted by CGR, Village of South Dayton residents voted against dissolution of the village government on July 14, opting to maintain their incorporated status. Under New York State law, incorporated villages are permitted to dissolve and transfer their assets, duties, and municipal services to the surrounding town. To complete a dissolution, NYS law requires a detailed dissolution plan informed by a study like CGR’s to evaluate service continuity, asset distribution, and tax impacts.
To guide South Dayton through this process, CGR methodically gathered and analyzed cross-municipal data to establish an objective baseline of local operations, fiscal conditions, and service structures. CGR evaluated how essential operations—such as public works, water, sewer, and local laws—would transition to the Town of Dayton, modeled potential tax rate shifts and fee changes for property owners, and drafted the official Dissolution Plan that served as the blueprint for public hearings and informed the community ahead of the referendum.
CGR has completed more than 30 local government reorganization studies in the last decade.
