Faced with a challenging combination of rising emergency calls, a dwindling provider workforce, and financial strain on its primary private ambulance contractor, Allegany County engaged CGR to conduct a comprehensive EMS system analysis. CGR delivered a strategic roadmap featuring both immediate stabilization tactics and forward-looking structural changes.


Immediate Action Items:

  • Expanding the Talent Pipeline: Investing in paramedic education and launching EMS training programs for high school students.
  • Supporting Leadership: Providing additional administrative support for the County EMS Coordinator.
  • Securing Core Services: Strengthening contract terms with the county's largest ambulance provider to ensure financial and operational stability.
  • Future-Proofing the System: CGR also recommended that the County explore long-term structural shifts, including the creation of a county-operated EMS agency and implementing a 911 dispatch triage system to divert low-acuity calls away from strained emergency resources.
