Exploring Government Reorganization in North Chautauqua County

Local government reorganization can offer a powerful path toward greater efficiency, lower costs, and stronger public services. By eliminating duplicate efforts and leveraging economies of scale, communities can build lasting fiscal stability.

CGR is working alongside four North Chautauqua County municipalities: the Town of Pomfret, the Town of Dunkirk, the City of Dunkirk, and the Village of Fredonia to identify high-impact ways to improve efficiency and maximize taxpayer value. The project will weigh options ranging from shared municipal services to formal municipal mergers and dissolutions.

Backed by a track record of more than 30 government reorganization studies over the last decade, CGR is thrilled to guide these four communities as they consider new opportunities together. Having four neighboring municipalities collaborate at this scale marks an exciting milestone for the region and for CGR.
