Monroe County Launches Projects to Boost Upward Mobility
Monroe County is launching three state-funded projects to boost upward mobility in three low-income zip codes in the City of Rochester. CGR is assisting the County Department of Human Services with program administration, implementation and data collection for Project Prosper.
Funded through $25 million from New York State’s Child Poverty Reduction Initiative, the program will serve residents of four zip codes – 14605, 14608, 14611, or 14621 – who receive or are eligible for Temporary Assistance to Needy Families.
The first program, called Nest, launched in October. It connects eligible mothers with personalized case management, prenatal care referrals, and resources that support maternal health, financial stability, and early childhood development. Participants also receive up to $1,000 per month for up to 2 years. It is operated by Healthy Baby Network in partnership with the Bridge Project. The second program, Steps to Success, will be available through three community-based organizations: Urban League of Rochester, Action for a Better Community and Catholic Charities Family and Community Services. Families will develop individual plans and receive coaching, financial counseling and cash support. A third program still in design phase will focus on rental assistance.
