An accomplished public safety executive with more than 30 years of progressive leadership in fire, EMS, and emergency management, John joined CGR in 2026. He has extensive knowledge in Fire & EMS Operations, Community & Government Relations, as well as Budget Oversight in Public Safety.
John is recognized for guiding complex organizations through strategic transformations, operational efficiency studies, and community engagement improvements. Mr. Caufield also has experience using applied research and policy analysis, to develop data-driven solutions that enhance service delivery and public safety outcomes.

Prior to joining CGR, Mr. Caufield served as the Fire Chief for the City of Rochester Fire Department (RFD), where he led the department to become the first fire department in the nation to implement Naloxone and implemented a department wide reorganization to address the changing needs of the city. Mr. Caufield served as Fire Chief for 5 years as the culmination of his 27 year career with the department. Following his leadership in the RFD, John served as the Regional Director of the National Fire Protection Association for 5 years. He then served as the Fire Chief for the City of Fort Myers Fire Department in Florida and also the Chief Operating Officer of Monroe Ambulance in Rochester.
