Is Dissolution Right for the Village of South Dayton?
Changing the way government operates has a large impact on the community. The Village of South Dayton, NY, partnered with CGR to rigorously assess the impact of dissolving the village government and transitioning future services to the Town of Dayton. By methodically gathering and analyzing cross-municipal data, CGR established a crystal-clear, objective baseline of current operations and governance challenges. Following a collaborative review of these findings, we drafted a Dissolution Plan—a formal roadmap that quantifies transition costs and outlines a path forward for all impacted employees and essential services.
The draft dissolution plan was endorsed by the Village Board on February 11th, 2026. A public hearing is scheduled for March 25th, 2026, where CGR will present the dissolution plan and the community will have the opportunity to relate their concerns and provide feedback. After the public hearing and receiving public comments, the Village Board will vote on adopting the dissolution plan on April 8th, 2026. If the Village Board adopts the plan, Village residents will vote in a referendum on dissolution in June.
