CGR Co-led Participatory Evaluation with Parent Leaders

CGR worked with parent leaders to complete an evaluation of the Whole Child Initiative (WCI), a project of ROC the Future Alliance aimed at transforming systems to better serve Rochester's families of color. This evaluation used a community-based participatory research approach led by Parent/Family Partners (PFPs) with CGR providing evaluation capacity building, including technical assistance and coaching, and conducting evaluation activities in partnership with PFPs.

The evaluation assessed WCI's efforts in early literacy and through Parent Cafés. WCI’s early literacy strategy focused on increasing Pre-K enrollment, kindergarten readiness and 3rd grade ELA proficiency. Findings indicate that initiative partners successfully supported Pre-K enrollment, achieving 96% of their goal, with Rochester Regional Health changing its systems by developing a tracking system for Pre-K enrollment information.

Parent Cafés bring together parents and youth in local spaces to discuss their needs and assets that are then shared with the community. This effort proved effective in empowering parents, fostering community leadership, and strengthening connections. Participants reported feeling more connected and becoming better advocates for their families. However, they also expressed a need for more structured support in navigating complex systems and accessing resources.
