Recommendations
The report contained 9 final recommendations:
Increase Staff Compensation
- Compensation levels have been improved in late 2022 with a new MOU adjusting the contractual wage levels. However, Westfield should consider how to be more proactive in keeping up with competitive market wages, going forward.
Reaffirm the Chain of Command and Decision-Making Process
- Some inter-departmental friction and communication issues can be resolved by the Village administration reaffirming the DPW Director’s role as the ultimate authority and decision-maker for all DPW operations.
Improve Internal and External Communication
- The report identifies opportunities to improve both internal departmental communication and external communication with both the Village administration and the general public / DPW’s service customers.
Consider Constructing a New Street Facility on English St.
- The benefits of consolidating DPW facilities, increasing the proximity of staff and better utilizing current property should be explored.
Consider Offering a Retirement Incentive
- A retirement incentive, similar to those the Village has offered in the past, may be beneficial for both senior workers and positive in staffing and budget terms.
Consider Further Automating the Water Treatment Plant
- More senior staff have been crosstrained between Water and WPCF responsibilities. However, starting younger staff could help them grow into the role and free more senior staff for oversight responsibilities.
Fully Institute an Asset Management/Work Order Management System
- Director Thompson is working to implement an Asset Management/Work Order Management System. Full staff buy-in on the use of this system will improve task tracking and long-range planning ability.
Consider a Pavement Management System
- The NYS Local Technical Assistance program, operating through Cornell University's Local Roads Program, can assist on advanced planning around roadway infrastructure and maintenance.
