About the Study

The Village of South Dayton, NY engaged CGR (Center for Governmental Research) to evaluate the impact of potentially dissolving the Village with future services provided by the Town of Dayton and others. CGR is based in Rochester, NY and has provided similar work for dozens of communities across the Northeast. CGR will examine current Village and Town service conditions, government structures, and finances. This includes a site visit to interview key municipal leaders, to gather baseline information about the town and village.

CGR will then outline potential scenarios, including the impact of a possible dissolution, and the overall potential fiscal and tax impact in the community. Should Village Trustees decide to move forward with a dissolution plan, CGR will help prepare the Village for a public referendum in 2026.

The Village of South Dayton has a population of approximately 541 people (2020 Census). The Village is situated in the southwest corner of the Town of Dayton and covers 1.0 square mile.

The Town of Dayton’s population was 1,690 at the 2020 Census and the population within the Town but outside the Village was 1,149
