About the Study

In August 2015, residents of the Village of Forestville presented the village clerk with a petition requesting a referendum on dissolution of the village. The residents voted on November 3 on the question of whether or not to dissolve. The residents voted on November 3 on to dissolve by a vote of 137-97 out of 425 registered votes. The Village Board of Trustees is required to develop a dissolution plan that could also be considered by the residents. The Village Board has empaneled a Dissolution Committee to draft the initial dissolution plan with the assistance of CGR. CGR was selected in August, 2015 to conduct a dissolution impact study that will inform the Steering Committee and residents of the impact of dissolution. CGR was then reengaged to assist the Village in developing a dissolution plan. CGR is based in Rochester, NY and has provided similar work for dozens of communities across the Northeast. The dissolution plan will examine the services provided by the Village, and will address service continuity, fiscal impacts, and non-fiscal impacts of dissolution. Throughout the process, CGR and the Dissolution Committee will solicit feedback from residents via a study website and multiple public meetings.

The Village of Forestville has a total land mass of about 1.0 square miles, home to approximately 697 people (2010 Census). The Village is located in the southeast corner of the Town of Hanover, which covers nearly 50 square miles and is home to over 7,000 residents (including Village of Forestville residents).
