Transforming Regional Competitiveness

Scenario: Facing long-term economic and fiscal challenges in the 16-county Northeast Ohio region surrounding Cleveland, an unprecedented, exceptionally diverse collaboration of public and private sector groups seeks to inform efforts to propel new growth in the region.


  1. For first time ever, evaluate local governments, school districts and special districts throughout the region to determine which units deliver which services, and at what cost
  2. Collect, analyze and synthesize data to inform regional discussions about sharing services or consolidating governments
  3. Compare Northeast Ohio’s local government competitiveness to that of peers in other regions of the U.S.

What CGR Delivered

Expert data management and analytical support, encompassing:      

  • Computation of the actual cost of local government in the region
  • Development of a comprehensive, interactive, user-friendly data website to provide a common foundation for discussions about driving improvements in the region
  • Identification of functional overlaps among local government units
  • Comparison of the structure and cost of metro Cleveland’s local government versus peer regions

Result and Impact

  • With CGR’s work as their catalyst, the regional partners created a foundation-funded initiative to accelerate government collaboration and efficiency
  • Through the initiative more than $600,000 in foundation support has been awarded to collaborative projects, which are projected to save in excess of $7.4 million across Northeast Ohio’s government and education sectors
