Founded in 1915, CGR has been delivering expert support to the public, nonprofit and private sectors for a century. Originally, we were incorporated as the Rochester (NY) Bureau of Municipal Research, and were established by founder George Eastman with a mandate to “get things done for the community” we call home. Although our passion for delivering promising solutions has never changed, both the geographic area and clients we serve have broadened dramatically. Today we have a national reach and can be found working with a diverse range of agencies, organizations and communities.
In an arena served almost exclusively by for-profit consultancies, CGR stands apart. Since our founding, we have operated as a 501(c)(3) nonprofit organization, a status that insulates us from political bias and holds us accountable to our clients’ true shareholders – the communities they serve – positioning them as more desirable places to live and work.

Kelly Glover is responsible for CGR’s key finance and administration activities. Her aim is to encourage clarity, simplicity, transparency and accountability. She adds value to the decision-making process by integrating data management with tools that enhance financial reporting.
Ms. Glover has over 30 years of financial leadership experience in the nonprofit sector. Prior to joining CGR, Ms. Glover served for 12 years as Chief Financial Officer for Flower City Habitat for Humanity, Inc. in Rochester, New York. Before that, she served the Anthony L. Jordan Health Center in Rochester, New York as Financial Analyst, Chief Financial Officer and Chief Operating Officer. She is a certified executive leadership coach and a notary public.
Ms. Glover’s volunteer work includes serving as a board member for the Volunteers of America Upstate New York. Past board service includes school board member for the Gates Chili Central School District for 10 years, Baden Street Settlement, YWCA Rochester & Monroe County, Imagine Me Community Outreach. Ms. Glover also serves as a Trustee at her church.
Ms. Glover earned her B.S. in Finance from Alabama State University and a Master’s degree in Finance from the Rochester Institute of Technology.
