A team led by CGR assessed options for the future of the 360-bed public nursing home operated by Orange County NY, and recommends the county sell the facility. Although CGR identified ways to reduce costs if the county continues to own the home, we concluded that any potential cost savings and revenue enhancements will fall far short of closing the home’s annual operating deficit. CGR recommends the county distribute a Request for Proposals to determine the level of interest by potential buyers, and outlines conditions that should be met for a sale to be approved. |

Genesee County Should Keep Nursing Home but Make Changes |
| |
For Genesee County NY, CGR explored a spectrum of options for its long-term care operations. CGR recommends the county remain in the nursing home business for the time being, but initiate steps to downsize its 80-bed domiciliary (adult home); look for a partner to provide an assisted living program within the nursing home complex; initiate a formal process to explore expanding skilled nursing rehabilitation beds; apply for a certificate of need to expand the adult day health program; and make a series of other management and efficiency improvements, including electronic medical records automation improvements. Together, these recommendations will result in changes needed to strengthen long-term care services at no net tax burden to county taxpayers. |

CGR completed a study for Fulton County NY regarding options for its nursing home and certified home health agency (CHHA). The county asked CGR to assess options ranging from maintaining them as county-funded operations or selling either or both. As part of the assessment, CGR designed a Request for Proposals on behalf of the county to gauge the interest of prospective buyers. Based on responses, the county has decided to sell both the nursing home and CHHA. CGR facilitated this decision-making process. |

CGR profiled the status of county facilities, reviewed progress on previously identified issues, explored new and continuing challenges confronting county nursing homes, and updated the options for meeting the challenges. | City’s Innovative Lead Law Is Having an Impact |

Rochester NY is the first U.S. city to have a housing inspection law that incorporates both visual inspections and dust wipes for rental units located in areas at high risk for lead paint problems. CGR conducted a 2-year study, funded by the Greater Rochester Health Foundation, of the impact of the law from July 2006 - July 2008. CGR found nearly 3,440 housing units have been or will be made lead safe because of the law, but nearly a third of the units with interior lead hazards would have been missed without dust wipe testing. |

| Assessing Worksite Wellness Issues for a Community |
| |
CGR completed a study on worksite wellness issues for the Rochester (NY) Business Alliance. We examined worksite wellness metrics and best practices, identified examples of initiatives in the U.S., and described resources available to employers interested in starting programs. Results of a CGR-designed survey found employers citing stress and tobacco as top issues affecting worker productivity. For employees, the desire to improve their health is a top motivator for program participation.
