However certain “death and taxes” may seem to an individual, tax receipts to a city, county or town may seem anything but certain. CGR’s economists understand the underlying determinants of the ebbs and flows of tax revenue. We estimate the fiscal consequences of changes in tax policy, the flow of revenue from new developments and explore the incentive effects of tax policy on individual and business behavior.

How Do Public and Private Sector Employee Benefits Compare?
 

CGR analyzed employee health costs, paid time off and other fringe benefits for some 24,000 local government and school employees covered by 94 union contracts in Monroe County NY and found taxpayers fund health and paid time off benefits that typically exceed national averages. In some cases, the disparities are significant. CGR found, for example, if local government and school employees contributed to their current health benefits at the average national rate, Monroe County taxpayers would save $40 million annually. The report was prepared for the Rochester Business Alliance and Unshackle Upstate.

 
 

Providing Guidance for County Financial Review Committee
 

Chemung County NY recently engaged CGR to provide analytical guidance to a financial review committee that is quantifying the full cost of local government services. The committee’s work will provide the basis for identifying efficiency enhancement opportunities across the county.

 
 

Counties Assess how to Reform Local Property Tax Systems
 
Recently NYS provided grant funds to encourage counties to study how to streamline their local assessment and/or tax administration programs to promote efficiency, equity and transparency for taxpayers. In early 2009 CGR completed 4 studies funded by the NYS Centralized Property Tax Administration Program (CPTAP), which was initiated by the NY Office of Real Property Services.  
 

Economic Modeling – Estimating the Impact of New Development
 
For  the  Columbus, Ohio suburb  of  Gahanna, CGR developed an interactive model that forecasts the net property and income tax revenue for alternative development scenarios.  The model also estimates the impact of tax abatements of variable length and magnitude, adjusting for offsetting payments to school districts. With this tool, the City can “test” the economic consequences of alternative planning and zoning strategies.  CGR has also developed similar models for NYS towns, allowing them to assess the fiscal impact of open space preservation.   
 

Cost and Benefits of a Proposed Wind Farm
 

A county industrial development agency (IDA) asked CGR to conduct an economic impact study of a wind farm project proposed for two towns. CGR’s assessment includes the number of jobs the construction phase can be expected to create, the related job earnings, and the number of jobs likely to be created for the annual operation of the wind farm. In addition, CGR estimates the developer’s annual net revenue from the proposed wind farm in order to provide information to the IDA for the negotiation of a payment-in-lieu-of-tax (PILOT) agreement.

 
 

Providing Fiscal Information to Accompany Proposed Legislation
 
As a coalition of groups worked to pass lead abatement legislation in the NYS Legislature, CGR was asked to draft the "fiscal note" that accompanies legislation slated for a vote. The fiscal note was a CGR report that assessed the net impact of the proposed legislation on all levels of government.
