However certain “death and taxes” may seem to an individual, tax receipts to a city, county or town may seem anything but certain. CGR’s economists understand the underlying determinants of the ebbs and flows of tax revenue. We estimate the fiscal consequences of changes in tax policy, the flow of revenue from new developments and explore the incentive effects of tax policy on individual and business behavior.

Cost and Benefits of a Proposed Wind Farm
 

A county industrial development agency (IDA) asked CGR to conduct an economic impact study of a wind farm project proposed for two towns. CGR’s assessment includes the number of jobs the construction phase can be expected to create, the related job earnings, and the number of jobs likely to be created for the annual operation of the wind farm. In addition, CGR estimates the developer’s annual net revenue from the proposed wind farm in order to provide information to the IDA for the negotiation of a payment-in-lieu-of-tax (PILOT) agreement.

 
 

Modeling the Effects of Development on City Income Tax in Ohio
 
In addition to property taxes, Ohio cities levy income taxes on residents and business firms. For the City of Gahanna, a suburb of Columbus, CGR developed an interactive computer model of fiscal impacts that estimates the income and property tax consequences of various types of development. In addition to forecasting payroll and profit for various business types, CGR’s model incorporates the impact of tax abatements of various length and magnitude, factoring in the required reimbursement to affected school districts. Building on this experience and similar CGR models developed for other communities, CGR is well qualified to assist other communities with similar challenges.  
 

Providing Fiscal Information to Accompany Proposed Legislation
 
As a coalition of groups worked to pass lead abatement legislation in the NYS Legislature, CGR was asked to draft the "fiscal note" that accompanies legislation slated for a vote. The fiscal note was a CGR report that assessed the net impact of the proposed legislation on all levels of government.
