CGR applies economics to the practical problems decision makers face every day. Thus, we’re asked to assess the impact of major development, institutional change or public policy; provide benefit-cost analyses; assess tax policy; estimate potential fiscal and economic impacts, predict industry trends; study local economic structure; or identify economic development initiatives.

What is the Job Creation Record of Industrial Development Agencies?
 

Recently a New York City coalition that works on behalf of the poor and working class (Jobs with Justice), issued a report highly critical of IDA activity in NYS, and argued, among other things, that IDA project success rates were exaggerated.  CGR closely examined the same data that was used by the coalition and came to substantially different conclusions. Based on our analysis, we find the earlier report biased and incomplete and urge the coalition to take corrective action. CGR’s report includes a summary table of the many differences between the two studies.

 
 

What’s the Impact of Extending Prevailing Wage to the Private Sector?
 

The primary economic development entities in most NY communities are industrial development agencies (IDAs). NY’s Legislature is considering proposals that would require projects funded by IDAs to pay construction workers prevailing, instead of market, wage. CGR analysis shows extending prevailing wage to the private sector would significantly inflate NY’s already above-average construction costs and weaken the state’s ability to compete in the ongoing competition for major development projects.

 
 

What’s the Fiscal and Economic Impact of a Strategic Plan?
 

CGR estimates the economic and fiscal impact of the new 5-year strategic plan of the University of Rochester Medical Center (URMC) on the economy of the Rochester NY region. We estimate, for example, URMC’s $300 million in planned construction projects will generate almost $270 million in construction-related wages involving 7,000 local jobs (direct and spillover). The full report provides a breakdown by impacts likely to be provided even if the strategic plan does not come to fruition and the impacts that would not occur without the strategic plan.

 
 

Economic Modeling – Estimating the Impact of New Development
 
CGR often develops rigorous and specific economic impact assessments for a variety of institutions and initiatives – ranging from universities to new programs. Economic development and planning organizations require something different – the ability to estimate quickly the approximate economic impact of a possible development, often with incomplete information. To address this need, CGR has developed several interactive computer models to estimate the economic impact of new development. For the City of Gahanna in Ohio, CGR's model forecasts net property and income tax revenue for the city by forecasting payroll and profit for various business types, estimating loss in potential revenue from tax abatements of various length and magnitude, and adjusting for required offsetting payments to school districts. For several NYS municipalities, CGR's models provide a "first order" estimate of the benefits and costs of conferring program benefits, including direct and indirect employment impacts, and the discounted present value tax abatements conferred on project owners (both with and without Empire Zone benefits).
