Village Begins Dissolution Plan Development

The Village of Medina, which is located in the Towns of Ridgeway and Shelby, has engaged CGR (Center for Governmental Research, Inc.) based in Rochester, NY to develop a plan to dissolve the village. The study is being funded by a New York State Local Government Efficiency Grant. Village dissolution and merger of the towns was explored in a 2011 study, also conducted by CGR, in which leaders from Medina, Ridgeway and Shelby assessed shared service and consolidation alternatives that could lower costs and help spur economic growth in the region. In the current study, a Village Dissolution Plan Committee, with assistance from CGR, will itemize the disposition of services, assets, personnel, debt, etc. in order to assess the potential cost, tax and service impact of dissolution on taxpayers and residents. The Committee will ultimately submit a recommended plan to the Village Board, which will determine whether to put it before Medina voters.
