Fire Services

To draw decision-makers' attention to key trends affecting fire services, CGR assisted the Monroe County Fire Advisory Board in developing a framework for a strategic plan for fire services in Monroe County. The board's report, which was completed in early 2006, identifies issues facing volunteer fire departments as they plan for future demand for fire and EMS services.

Volunteer Fire Departments Face

•  Difficulties attracting and retaining enough volunteers

•  Growing demands for EMS services, since the population is aging

•  Potential for greater homeland security response requirements

•  More regulations, standards and mandates requiring more training, and upgraded (or additional) equipment

•  Fiscal pressures to keep taxes as low as possible

For this study, CGR worked closely with the strategic planning subcommittee of the Fire Advisory Board to develop essential information on 39 fire organizations. We then analyzed population and housing data, assessed fire call data, and reviewed information on staffing, equipment and other resources.

In recent years CGR has conducted a number of fire studies, including a 2005 review of the operations of the Northeast Joint Fire Districts in Monroe County. CGR identified changes in staffing, equipment and buildings through 2026, and recommended the department request funding for a new satellite facility and upgrade the existing central station.
