The Center for Governmental Research Inc. (CGR), a nonprofit organized under section 501(c)(3) of the Internal Revenue Code, has served the public interest since 1915. CGR was founded by George Eastman, the visionary leader who created Eastman Kodak. Over more than nine decades we have grown from a bureau of municipal research focused on the needs of one city (Rochester NY) to an organization with far broader reach.

We enable government, business and nonprofit leaders to improve the quality of their communities.

CGR Vision
Leaders at local, regional and state levels rely on CGR for expertise to shape change in the public interest.

Today, from offices in Rochester and Albany, 18 staff members work with government, nonprofit and business leaders to drive public policy action and organizational change. Our focus areas are government, management, criminal justice, education, health and human services, economic impact, aging, and other areas, such as workforce development that affect the quality of life in communities across New York and beyond.

We believe, as George Eastman did, that it is important “to get things done for the community” and “to serve as an independent, non-partisan agency for keeping citizens informed.” We achieve these objectives by working jointly with the clients we serve, and through special initiatives driven by our mission and supported by CGR contributors.
