Expertise
Workforce quality, education, strategic planning and facilitation
Dr. Mitchell joined CGR in December 2006. His key interest is helping communities that seek to provide a skilled workforce of sufficient size to satisfy the needs of existing, expanding, newly attracted and start-up businesses. His expertise includes strategic planning that links economic and workforce development; labor market analyses; capacity building for workforce development institutions; stakeholder engagement; and design and implementation of programs to educate and train, match and retain people in jobs.
Current Projects
- Study for NYS Commission on Local Government Efficiency & Competitiveness identifying opportunities for service sharing in 3 communities (encompassing 2 cities, 4 towns, 1 village)
Completed Projects
- Recommendations for a consortium of public school districts in the northeast quadrant of New York of ways to improve the quality of career and technical education in order to better prepare students for success in the 21st century workplace
- Identification of key business competencies in a 9-county NY region, and recommendations for capitalizing on these competencies to grow the regional economy
- Development of an “asset map” of upstate New York regional resources that provide targeted assistance to small firms, startups and other businesses and to individuals seeking new career opportunities
- Statewide survey of governmental entities and vendors on the impact of the New York Procurement Lobbying Law
- Analysis of wellness programs in Monroe County NY school districts
Education
B.A. magna cum laude from Harvard College, and M.S. and Ph.D degrees from Cornell University with a concentration in Organizational Behavior
Background
Prior to joining CGR in December 2006, Dr. Mitchell served as Senior Vice President of Workforce Quality for the Allegheny Conference for Community Development in Pittsburgh. Previously he was a Senior Director for Workforce and Education at the National Alliance of Business in Washington D.C., and managing partner of a management consulting firm. In addition, he has served on the faculties of the Carnegie-Mellon Tepper School, Cornell University and SUNY Binghamton.
