Education, program evaluation, government management, community indicators, strategic planning and facilitation, surveys and analysis
Ms. Rosenberg has extensive knowledge in areas encompassing state government, education, tax policy and issues related to New York’s economic competitiveness. She helped lead the CGR New York Matters initiative aimed at focusing discussion in the 2006 gubernatorial race around issues that matter most to the state’s voters. She also researched and authored a major report on pork-barrel spending on capital projects in New York.

- Management of a major 7-county community indicators project to help drive a strategic planning process designed to stimulate community solutions to critical challenges
- Development of a comprehensive evaluation plan for 2-1-1 New York State
- On-going research of business issues impacting economic competitiveness in New York
- Evaluation of Hillside Work-Scholarship Connection, a Rochester-based youth intervention program aimed at increasing high school graduation rates
- Directing a Community Profiler project for the Capital Region to evaluate progress and identify challenges in critical areas such as supporting families and meeting basic needs

- Rochester (NY) Education Leadership Council facilitation
- Profile of Seneca County (NY), which will serve as a catalyst for leaders in the county to set priorities and develop future strategies
- New York Matters initiative, the first-ever research, information and civic engagement project in the state designed to identify voters’ top concerns and focus candidates on issues
- Surveys and analysis to assess market potential for educational programs offered by a four-year college
- Capital Pork report on pork-barrel spending on capital projects in New York

B.A. in Journalism from the University of Illinois at Champaign-Urbana
Background
Prior to joining CGR in 2005, Ms. Rosenberg worked for Gannett News Service in Albany NY as a statehouse reporter. She has an extensive background in news reporting and research covering an array of public policy topics. While with Gannett News Service, she was responsible for reporting on state politics and government for 9 dailies, including news organizations covering metropolitan Rochester and Westchester. During her years in journalism, Ms. Rosenberg also covered education, mental health, immigration and voter registration issues for newspapers in Rochester NY and Little Rock AR.
